Separate Sealed Bids for the construction of a project titled W6 - KILN WATER DISTRIBUTION SYSTEM, PHASE 2 AND S6 - KILN SEWER COLLECTION SYSTEM, PHASE 4, will be received by Hancock County Utility Authority herein called the “owner” at the office of Hancock County Utility Authority, 401 Gulfside Street, Waveland, MS 39576 (228-467-3702) until 9:30 A.M., Local Time on Tuesday, June 18th and then at said office publicly opened and read aloud.

The PLANS, SPECIFICATIONS and CONTRACT DOCUMENTS may be examined at the following location:

The ADVERTISEMENT FOR BIDS has been sent to the following locations:

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968, as amended, 12 U.S.C. 1701 u (Section 3).

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Hurricane Katrina Disaster Recovery Community Development Block Grant (CDBG) Program from the U.S. Department of Housing and Urban Development and the State of Mississippi. Neither the State of Mississippi nor the Commission on Environmental Quality nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts.

This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated. Specifically, Mississippi Code of 1972, Section 31-5-37 (2012) “All public works projects utilizing funds received by state or local governmental entities resulting from a federally declared disaster or a spill of national significance, including damages, penalties, fines or supplemental projects paid or financed by responsible parties pursuant to a court order, negotiated settlement, or other instrument, including under any law distributing such fines and penalties including the federal Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economy of the Gulf Coast Act of 2011 (R.E.S.T.O.R.E.), the Oil Pollution Act of 1990 or the Federal Water Pollution Control Act or similar legislation, shall be subject to the hiring policies established by this section.” This law requires contractors submitting bids for public works projects utilizing specified funding to submit the required Mississippi Department of Employment Security employment plan WITH THEIR BID.

The Hancock County Utility Authority reserves the right to waive any and all informalities in the bidding and to reject any and all bids.

Plans and contract documents may be procured from the Hancock County Utility Authority upon payment of $150 for each set, none of which is refundable.

A Pre-Bid Conference will be held at 9:00 A.M., Local Time on Thursday, June 6th at the offices of the Hancock County Utility Authority. All interested parties are urged to attend.
